The Prosecutors
The State’s Attorney Office (SAO) prosecutes all cases charged in Baltimore City. They decide whether to pursue charges and also recommend where defendants should live until trial.
Baltimore City Circuit Court
The Judges
The Circuit Court is the only court in Baltimore City that conducts jury trials. The Criminal Division (the one observed by Baltimore Courtwatch) presides over cases that include all felonies, misdemeanor cases where a jury trial has been requested, and appeals from District Court.
